Meeting Minutes
July 21, 2004

Welcome and Introduction of New Members.....Beth Hannam
Ms. Hannam welcomed everyone and announced that Jim Miranda is now an official member of the Youth Council.


Review of April 21, 2004, Meeting Minutes.....Beth Hannam
Beth Hannam Asked if there were any additions or corrections to minutes.
Motion to approve minutes: Jim Miranda

Youth Report.....Janet Quaintance
Janet Quaintance passed out handouts for Sandusky and Seneca Counties
Janet stated that in Sandusky County, all the elements were hit except tutoring, support services and adult mentoring. Janet stated overall, WSOS has done well in obtaining the required goals
Janet stated that in Seneca County, the only goal not acheived is tutoring. The third page is both Seneca and Sandusky Counties put together. Autumn Clouse asked who determines the contract goals? Janet stated the goals are determined when the contract is made. Carol owen Stated that different goals for this fiscal year for Sandusky County and that these goals will be given to the youth council members. The question was asked, what is being done to correct the elements that are not being met? Janet stated that there is going to be a meeting at the end of July to discuss measures to correct this, but one goal is to get Fostoria kids into tutoring and they are meeting with Fostoria City Schools to discuss this.


Mini Youth Council Report.....Jennifer Jones & Sara Williams
Sara Williams reported that the community service car wash was to be held on July 17, 2004, but had to be cancelled due to weather. Molly Lofton attended Da Youth Council meeting and suggested Da Youth be in charge of a monthly teen section in the Advertiser-Tribune. Da Youth decided to accept this project. The first article will be in October 2004


State Youth Council Meeting.....Carol Owen & Autumn Clouse
Carol Owen stated that they talked about performance at the State Youth Council Meeting. The State is currently looking at preliminary data. They announced that Ohio is failing three measures, one of them being youth. Carol stated there is time to correct this if updates are made to increase by 75 cases.

Gerry Cain has been contacted by a representative from DOL. The representative wanted to know what the One-Stops are doing to recruit for the military. Sandusky and Seneca Counties are currently not active toward recruiting for the military

Carol states that Sandusky County has increased the percentages for out of and in school youth from 30% expenditures to 40% expenditures this last contract as the state is expected to raise the percentages.

Carol also stated that the State is looking at SCOTI the premier program for all counties. There are a lot of questions being raised on the reliability of SCOTI. There is a draft resolution being done to take to the governor's office. The State youth Council is trying to get the executive committee of the Governor's Workforce Policy Board to register on SCOTI themselves before they make it mandatory to use this system.

Carol passed around a notebook given at the State Youth Council meeting regarding youth. These notebooks can be given to youth council members at no charge. All Youth members decided they would like a copy. Carol Owen will get these notebooks and get them to the members.

  • Youth Resources Manual.....Janet Quaintance

  • Janet Quaintance stated that Da Youth Council decided on the cover for the resource manual. Suzanne Willacker is currently getting estimates on printing charges, which will be paid with grant funding.

  • Beth Hannam asked for an opinion from the Youth Council on having a representative from the Mini-Youth Council form each county be a voting member.
    Motion to approve a representative from each county of the DA Youth to be a voting member: Sharon George

  • Janet Quaintance stated that there are a lot of parents who work and therefore unable to attend the meetings. Janet also stated that WSOS strives to continue to find parents who will be able to attend and suggests the committee stays the same, without adding parents at this time until there are parents who are willing to attend.
